The final report for the evaluation of the AfDB's Results-Based Financing (RBF) has now been published.
Since 2017, RBF is the AfDB's financing instrument to support African government priority programmes upon the achievement of pre-agreed results, using and improving the program’s institutions and system. The main focus of RBF is on results as opposed to the focus on inputs in typical project financing and on policy reforms in the case of programme-based operations.
The main objective of the evaluation was to assess the relevance, coherence, efficiency, and development effectiveness of the RBF Policy at the end of the pilot period. In addition, it also provided a preliminary assessment of sustainability. As a mid-term evaluation, its focus was to facilitate learning from the experience gained with the RBF instrument so far. Accordingly, the purpose was to inform the revision, implementation, and practice of the policy over the coming years by drawing lessons and proposing recommendations to strengthen the policy and its implementation.
